To find an innovative solution, city planners organised an invited competition in which ten international teams participated in a six month, three stage process to design and plan the city’s expansion.
JTP, as a member of the Capital Cities Planning Group, won first prize for the design of the new Federal City, one of three prizes awarded as part of the competition. The film shown here is a summary of the original submission.
Project Delivery
– Reconfiguring expansion area to create a new ‘City in the Forest’ for 1.7 million people, providing 800,000 new jobs focused around the ‘Triple Helix of Government, Education and Business’.
– An integrated, properly planned urban hierarchy served by transit-orientated movement systems that encourage travel on an enhanced rail, metro and tram network. Systems include a new high-speed rail network connecting the new expansion area with Moscow’s historic core, its three international airports, St Petersburg and other major cities.
– A new city comprising four connected, but distinct, mixed-use sub-cities:1. Federal City, including the Federal District, a new financial centre and university district form the anchor for the new expansion area.
2. Innovation City aligned with Moscow’s aspiration to re-skill its workforce to embrace the knowledge economy.
3. Logistics City with Vnukovo, Moscow’s third international airport, as the nucleus.
4. Science City created through expansion of existing R&D facilities in nearby Troitsk.
– Enhancement of the area’s natural system of waterways, lakes and forests as the foundation for a green infrastructure network to support the development of the new, zero-carbon city.
– Showcasing a range of urban regeneration strategies to re-balance ‘Old Moscow’ to be developed in parallel with the plans for ‘New Moscow’.
